Visualisierung komplexer Systemdynamiken

  • Globale Entwicklungen wie der Klimawandel, die Verknappung fossiler Ressourcen, die Coronapandemie oder die wachsende soziale Ungleichheit sind hochkomplexe Probleme, die das Gesellschaftssystem zunehmend destabilisieren und damit Raum für stark chaotische Entwicklungen ermöglichen. Kennzeichnend für Komplexität ist, dass rationales Überlegen oder kognitives Abwägen von Ursache-Wirkungsbeziehungen nicht mehr zielführend sind. Dabei steht im Hintergrund solcher komplexen Probleme, dass die Anzahl der (menschlichen und nicht-menschlichen) Akteure und den Verbindungen zwischen diesen nicht mehr überschau- oder analysierbar ist. In der vorliegenden Arbeit dient Forschung durch Design als Schlüssel zur Visualisierung des Chaos komplexer Systemdynamiken. So wird mittels eines detaillierten Systemmodells durch eine iterativ erstellte Visualisierung mit interaktiven Anwendungsmöglichkeiten das Fallbeispiel der Implementierung der Sustainable Development Goals in der österreichischen Politik dargestellt. Ziel dabei ist es, die zuständigen Kompetenzstellen und Antworten auf den Grad der Implementierung zu finden, wodurch einerseits daraus resultierende Handlungsempfehlungen zur Implementierung gegeben werden können, und andererseits auch Vorschläge zur Erreichung der SDGs. Als essenzielles Resultat konnte primär bestätigt werden, dass sich die Visualisierung von Systemprozessen als durchaus geeignet erwiesen hat. Zumal steht fest, dass eine sogenannte Implementierung der SDGs in Österreich nicht stattgefunden hat. Außerdem wird argumentiert, dass der Großteil der ökologischen SDGs über die Einhaltung bereits bestehender Bundes- und Landesgesetze im Rahmen des Umweltschutzes erreicht werden könnten.
  • Global developments such as climate change, the scarcity of fossil resources, the corona pandemic or growing social inequality are highly complex problems that are increasingly destabilizing the social system and thus making room for highly chaotic developments. It is characteristic of complexity that rational consideration or cognitive weighing of cause-effect relationships are no longer effective. The background to such complex problems is that the number of (human and non-human) actors and the connections between them can no longer be surveyed or analyzed. In the present work, research through design serves as a key to visualizing the chaos of complex system dynamics. The case study of the implementation of the Sustainable Development Goals in Austrian politics is presented by means of a detailed system model through an iteratively created visualization with interactive application possibilities. The aim is to find the responsible competence centers and answers to the degree of implementation, which means that the resulting recommendations for action can be given for implementation on the one hand, and suggestions on how to achieve the SDGs on the other. As an essential result, it was primarily confirmed that the visualization of system processes has proven to be quite suitable. Especially since it is clear that a so-called implementation of the SDGs has not taken place in Austria. It is also argued that the majority of the environmental SDGs could be achieved through compliance with existing federal and state environmental protection laws.
