Digitalisierung von ÖKOPROFIT-Rohdaten – Erprobung eines KVP-Onlinetools anhand ausgewählter ÖKOPROFIT-Datensätze

  • ÖKOPROFIT ist ein Kooperationsprojekt zwischen den örtlichen Gemeindenund der lokalenWirtschaft.Die Teilnahme ist für die Betriebe freiwillig. Ziel ist die Betriebskostensenkung bei gleichzeitiger Schonung der Ressourcen. In Vorarlberg sind derzeit circa170 Betriebe zertifiziert. Im Rahmen der Rezertifizierung, die jedes Jahr stattfindet, wird von den Betrieben ein Umweltbericht erstellt. Die Berichte werden derzeit in Word verfasst, in eine Cloud geladen und dort von den Auditoren geprüft. Dies ist jedoch nicht mehr zeitgemäß. Im Rahmen des CESBA-AlpsInterreg Alpine Projektes (2016-2019) wurde ein Tool entwickelt, mit dem Ziel Nachhaltigkeit und Energieeffizienz im Alpenraum zu verbessern. In dieser Arbeit wird nun geprüft, inwiefern das bestehende CESBA-Alps-Tool in Wert gesetzt und somit in den Rezertifizierungsprozess von ÖKOPROFIT integriert werden kann. Das Tool wird zunächst so eingerichtet, dass die Betriebe mit ihren dazugehörigenIndikatoren sowie passende Indikatoren-Sets angelegt werden können. Für den Test werden historische Daten bis zum Jahr 2013von zwei Pilot-Clustern (Landeskrankenhäuser und Landesregierungsgebäude) mit unterschiedlichen Indikatoren-Sets eingepflegt. Es wird untersucht, inwiefern die Auswertungen und Exporte für den Rezertifizierungsprozess bereits tauglich sind. Jegliche Auffälligkeiten, Fehler oder Verbesserungsvorschläge werden gesammelt. Es wird klar, dass die Export-Dateien verschlankt und optimiert werden müssen, damit sie ohne Mehraufwand verwertet werdenkönnen. Die wichtigste Handlungsempfehlung ist die automatisierte Berichtlegungsfunktion. Es sollte ein Texteditor in das Tool eingearbeitet werden, in den Unternehmen einzelne Textbausteine einpflegen können, sodass mithilfe des Tools nicht nur das Kennzahlenkapitel des Umweltberichts, sondern alle Kapitel standardisiert erarbeitet werden können. Nur so kann sichergestellt werden, dass das Tool für die Betriebe eine Arbeitserleichterung und somit Zeitersparnis generiert. In einem weiteren Arbeitspaketwurden ähnliche Online-Tools anhand von im Vorhinein ausgewählten und priorisierten Kriterien, die ein optimales Tool erfüllen sollte, mithilfe einer gewichteten Entscheidungsmatrix semiquantitativ verglichen. Hierbei schnitt das in dieser Arbeit getestete Tool selbst ohne die Verbesserungen am besten ab. Es stellt sich heraus, dass es bereits die Hälfte der ausgewählten Kriterien in einer sehr guten Weise erfüllt. Die Kriterien wurden von der ÖKOPROFIT-Programmleitung definiert. Werden die Handlungsempfehlungen in der Zukunft noch umgesetzt, könnte mit dem Tool tatsächlich eine Verbesserung des derzeitigen ÖKOPROFIT-Rezertifizierungsprozesses erwirkt werden.
  • ÖKOPROFIT is a cooperation project between local communities and the local economy. Participation is voluntary for the companies. The aim is to reduce operating costs while simultaneously conserving resources. In Vorarlberg about 170 companies are currently certified. As part of the recertification process, which takes place every year, the companies prepare an environmental report. The reports are currently written in Word, loaded into a cloud and checked by the auditors. However, this is no longer up to date. Within the framework of the CESBA-Alps Interreg Alpine Project (2016-2019), a tool has been developed with the aim of improving sustainability and energy efficiency in the Alpine region. In this thesis it is now examined to what extent the existing CESBA-Alps tool can be put to good use and thus be integrated into the recertification process of ÖKOPROFIT. The tool will first be set up in such a way that the companies with their corresponding indicators as well as suitable sets of indicators can be created. For the test, historical data up to the year 2013 from two pilot clusters (state hospitals and state government buildings) with different indicator sets will be entered. The extent to which the evaluations and exports are already suitable for the recertification process will be investigated. Any anomalies, errors or suggestions for improvement are collected. It becomes clear that the export files must be streamlined and optimized so that they can be used without additional effort. The most important recommendation for action is the automated reporting function. A text editor should be incorporated into the tool, in which companies can enter individual text modules, so that the tool can be used to produce not only the key figure chapter of the environmental report, but all chapters in a standardised way. This is the only way to ensure that the tool makes work easier and thus saves time for the companies. In a further work package, similar online tools were compared semi-quantitatively using a weighted decision matrix on the basis of pre-selected and prioritised criteria that an optimal tool should fulfil. The tool tested in this work performed best even without the improvements. It turns out that it already meets half of the selected criteria in a very good way. The criteria were defined by the ÖKOPROFIT programme management. If the recommendations for action are still implemented in the future, the tool could actually bring about an improvement of the current ÖKOPROFIT recertification process.
